I remember as a kid loving this show. I loved the action. I loved the comedy. I loved the story that was hard to follow. I even loved the awkward, stupid, somewhat boring parts like when The Eyeball is just making puns based around the word "eye".
This was a short running show, I think it only laster one or two seasons, not that it was cancelled, it just had a final episode and that was it. For the most part the show was an action, and a comedy, but put little emphasis on either. It was mostly just dialogue that sounded like the voice actors were high and, for me, usually either intrigued me about the story (which wasn't really there until half way through the series), or was genuinely funny. And despite just how boring it seemed I was never really bored. I guess it's kinda like being high on pot.
In the second half of the series there's a more emphasis on story and action, the story is hard to follow because you can't get it from what you see considering that the show was made up of shitty drawings. All the story is really presented in character dialogue, which, for the incredibly small budget the show had, was pretty good. It goes into more detail about Fitz's (the mouse) past and what the show's mobsters (a stick guy, a talking pink box with sunglasses, and the shark from sealab 2020) are planning to do to the city (which pretty much results in the intro sequence).
All I can really say is that if you can get with, or like the bad drawings, bad animation, character dialogue, strange comedy style, strange action sequences, hard to follow story, and sex shifting manwoman you should have a great time with the show. It's more or less meant for every episode to be watched (in order of course) which shouldn't be hard considering it's more like an episodic movie than a TV series (it's a short series).
I'd normally give it an 8, but I'm gonna go ahead and give it a 10 for nostalgia.
