I laughed, therefore it's good.

Yes, it may not be the best comedy of the 80's or one of high intelligence, but I can't resist cute little old ladies or bowling balls randomly flying everywhere in public or kids playing pranks on pop-up puppet shows and especially obnoxiiys, officious police officers getting publicly humiliated. A terrific ensemble of funny 80's celebrities joins forces to bring down corrupt judge Sally Kellerman and way too serious law enforcement officers James Keach and Lisa Hart Carroll who are demoted to running an evening traffic school after they accidentally destroy their commanding officer's car.

Brian Blacker has more classic nebbish comedy as the sweet loser running the puppet show, and Nedra Volz steals every moment as the sight impaired little old lady creating chaos at the airport. The delightful cameo by Clara Peller as her friend she's picking up is another example of how old folks steal more scenes than kids and puppies. John Murray is hysterically sarcastic as he takes on Keach and Carroll, changing sides when she finds out about Kellerman and Keach. The laughs are non-stop and the mood very genial, showing why the slob comedies are an art form all their own. Even as a villain, Kellerman remained one of the sexiest presences on film, and her cat fight with Carroll is a delight. This may not win any awards (except for audsciousness), but constant laughs will certainly keep the audience pleased.
