Danielle Rogers who plays the Paramedic in the aftermath of the Tornado is actually a former Paramedic, turned actor who resides in Norman, OK with her husband a retired Captain of the Norman Fire Dept. Both responded to numerous tornadoes over the years before retiring.
A portion is being filmed in Midwest City, OK in the neighborhood that was the last to receive damage before the tornado lifted on May 3, 1999. This tornado had the highest winds ever recorded on Earth.
At the end of the film where the camera is panning thru the groups of people the clouds are displaying a unique phenomenon called, Mammatus clouds. They can be found on the underside of the anvils of severe thunderstorms (especially supercell thunderstorms), resembling sagging pouches that are made up primarily of ice crystals. An individual "pouch" can range anywhere from ½ to 2 miles in diameter. A mammatus cloud field can stretch for dozens of miles across the sky.
Meteorologists aren't completely certain, but the most likely scenario is due to cold, dense air sinking toward the surface from aloft. This subsiding air "punches" through the anvil, resulting in the "pouch-like" appearance. The cloud droplets and ice crystals eventually evaporate, and the mammatus clouds dissipate.
