The Dictator is based on the novel "Zabibah and the King" by Saddam Hussein, which is set in the ancient Mesopotamian city of Ur. The story is about a king who falls in love with a commoner woman, Zabibah. But the movie is not a direct adaptation of the book, Instead it is a satirical comedy and has a completely different plot and storyline. The plot of the movie centers around the character of Admiral General Aladeen, the dictator of the fictional North African country of Wadiya, who is deposed and sent to the United States, where he becomes embroiled in a series of comedic misadventures.
