The suspenseful atmosphere was pretty good. It reminded me of the ninth episode and reminded me a little bit of the fifteenth and sixteenth episodes, as well as the beginning of the previous episode. Watching everything unravel was entertaining, and it was barely predictable. The bits and pieces of the puzzle, I mean; the story. It was pretty much impossible to predict the motive.
The person who's responsible, on the other hand, was very much possible. I wouldn't go as far as to say it was predictable. But I will say that it was predictable that it wasn't Major Joe Sacco. Once the spotlight was on him, and the characters were thinking it was him, that's when I started making sense of who's responsible. I was positive it wasn't him, and it was obvious who it was a little while later.
But now that I've watched this episode again (three times, to be exact), I noticed the perpetrator from the beginning was obvious. I think that's the first time that was the case. There may have been other instances where the perpetrator was "revealed" at the start: and I don't remember.
Overall, I thought this episode was pretty decent. There seems to be some more build-up to something bigger: regarding the terrorist. So, I'm interested to see how that pans out and whether it'll "begin" with the penultimate episode, going into the finale. Or if it'll be sooner. Like the next episode.

- The comedic moments between Gibbs and Tony were the best we've gotten thus far. My favorite one was when Tony was talking about rush hour and how it's kind of a misnomer: and his back-and-forth with Gibbs regarding that, as well as Gibbs throwing Tony's slushy (?) out of the car window. I liked the juxtaposition (?) of Gibbs being exasperated with Tony and caring about him and his well-being later on in the episode.
- I liked the small glimpse with Gibbs thinking back on the terrorist. And it's making giving me the impression that the writers are alluding to an imminent collision by building up the suspense and tension a little more strongly now. Not only that, I feel like Tony's capture could've also been done, as to say: there can be stakes. And that this show won't always be clean-cut and run-of-the-mill. To plant the seed for the audience to realize and acknowledge the real possibility. The possibility that it could happen again to anyone on the team. Maybe sooner than later.
