A shooting incident from the armed response team leaves a young man dead.
CIB are called into investigate the shooting and there are already things messed up.
The youth was brandishing a replica gun. He had low intelligence. The police even get the dead man's identity wrong.
Tensions on the estate where the man died are high. A local councillor is stirring up trouble.
Det Supt Clark who has not been in the job long already causes waves with Chief Supt Jameson (Pete Postlethwaite.)
Clark is established as a maverick. He goes away from his brief as to whether the shooting was justified. To whether the dead man was set up by someone close to him.
There was some scene stealing from Postlethwaite. His character seemed to be based on Colonel Kilgore from Apocalypse Now.
