Captain Adam Fuller comes across a woman he once busted. She made porn movies when she was underaged and paid well for it.
Now she is an older teenager, a crack addict with repeated busts. She no longer gets paid well for her movies and looks like she has lived a hard life.
Fuller wants to find the people who make the movies, those who coerce young teens to make these sort of movies.
His target is Mike Ferris (David Paymer) who runs a modelling academy. It is just a front to get underaged models. Officer Judy Hoffs gets too close with one young model.
The uneven shift in tone does not help, with Captain Fuller having problems with his teenage son who has come to stay with him. He is meant to be a top student but has become a rastafarian. It is played for silliness but really needed to be cut altogether.
