Because the concept of Mini-Me wasn't conceived until the sequel.
In 1967, Austin Powers, a eccentric photographer and womanizer who also works as a British spy and his sidekick Mrs. Kensington goes to a nightclub to capture the evil terrorist Dr. Evil. However, the mission fails and Dr. Evil escapes in a rocket and blasts off into outer space and goes into suspended animation. In 1997, Dr. Evil is revived and in the Nevada desert, Dr. Evil and his associates Number Two and Frau Farbissina begin putting Dr. Evil's latest scheme to steal a nuclear bomb and detonate it in the Earth's core into motion which Dr. Evil threatens to detonate if the world's governments refuses to pay him a $1 billion dollar ransom. Austin who also has put in suspended animation is also revived is assigned by his boss Basil Exposition to go to Las Vegas and find Dr. Evil and stop him. Accompanied on his mission by Mrs. Kensington's beautiful daughter Vanessa, Austin not only sets to find Dr. Evil and capture him alive, he struggles to adjust to the changes in society which frustrates Vanessa who resists Austin's charms and womanizing ways. After meeting Number Two and his seductive Italian sectary Alotta Fagina at a casino and breaking into Alotta Fagina's penthouse apartment which he uncovers Dr. Evil's scheme, Austin and Vanessa set out to stop Dr. Evil and stop him from detonating the nuclear bomb in the Earth's core.
In the second film, "The Spy Who Shagged Me", it is revealed that Frau Farbissina is Scott Evil's mother, and he was not conceived by IVF, but was conceived when Dr. Evil travelled back in time to 1969. A clue is found to this fact in her saving Scott from Dr Evil's disposal button and the look of maternal affection and wink she shares with him.
The first movie, released in 1997, is the only part of the series of which two different cut versions exist. The International Version (IV) is almost five minutes longer. The Version from the States lacks some partially really funny plot scenes, however, some censoring seems to have taken place as well. Nude scenes were replaced with alternative footage and some crude language was softened.
Therefore, the IV is the clearly better version. Viewers from the US have to rely on imported versions e.g. from Britain if they want to see the movie in its original form.
